| 摘 要： | 领导干部层体育态度与行为具有较为鲜明的特点,并在实施全民健身计划中占有十分重要的战略地位,对促进全民健身活动开展起着社会导向作用、强大的推动作用、群效作用和相互保进作用。制约领导干部体育态度与行为发展的最主要因素：其一是观念问题;其二是工作生活方式问题。

| Abstract: | The sport attitude and action of the officals have remarble characteristics,and they can play an important strategic role in the process of fitness for all.They have the function of leading all the citizens,promoting the level,and being imitated and interaction.What limit the sport attitude and action of the officials is two factors:the first one is that of the concept,and the second is their life style. |
