金融机构开展宅基地使用权抵押贷款业务意愿的影响因素分析——基于对河南省305名农村信贷员的调查

以对河南省郑州市305名基层农村信贷员调查的数据为依据,运用Probit模型,对金融机构开展宅基地使用权抵押贷款业务意愿及其影响因素进行了实证分析。结果表明:由于宅基地生存保障功能强、权利赎回难度大等原因使得金融机构筛选和监督农户变得更加困难,对开展宅基地使用权抵押贷款业务的意愿产生了负面影响,由此,提出了进一步明确宅基地产权,建立宅基地产权价值评估制度等建议。

An Analysis of the Factors Affecting the Wishes of Financial Institutions to Grant Homestead Mortgage Loans---Based on a Survey of 305 Rural Loan Officers in Henan Province

The author of this paper,based on an investigation of 305 rural loan officers in Zheng-zhou,has made an statistical analysis of the potential willingness of financial institutions to give homestead mortgage loans and the factors affecting it by using the Probit model.The results show that it is difficult for financial institutions to select and monitor farmers,due to the great survival safeguard function of farm land and the difficulty in redeeming the right,which have a negative influence on the willingness of financial institutions to give homestead mortgage loans. At the end of the paper,the author puts forward some proposals,such as further clarifying the right to homestead,and establishing an homestead value assessment system.
