| 摘 要： | 针对高校劳动用工管理中存在的制度缺位、管理失范和权益保障工作中组织乏力、职能弱化等难题,分析了在高校内非事业编制人员规模将不断扩大的趋势下,关键是必须不断规范高校劳动用工管理和强化高校工会维权职能,才能切实保护高校非事业编制人员的权利,实现人力资源综合使用效益。

| Abstract: | Colleges and universities are facing some difficulties,such as absence of system and anomie of management in the employment management,organization fatigue and weakening function in the rights protection work.This paper analyzes that with the size of non-career preparation staff in the colleges and universities constantly expanding,only by constantly regulating the labor employment management and strengthening the union’s function of rights protection,can the rights of the university non-career preparation staff be effectively protected and the comprehensive efficiency in the use of human resources be realized. |
