＂军＂是一种产生于五代后期的特殊地方行政单位,至宋时被广泛设置。作为宋代的一种特殊地方行政单位,＂军＂在北宋初期均为县级,仅有直隶与非直隶的区别,而至北宋中期始＂军＂有了州级与县级的区别,至北宋末期县级军开始了与县的整合,这种整合至南宋时已全部完成。
