| 摘 要： | 从经济实力、社会环境和政策基础看,山东已经进入工业反哺农业的新时期。工业反哺农业必须依靠多途径的系统协同作用,因而反哺农业机制是一个系统工程。构建“工业反哺农业”机制,应加大对农业和农村的投入;重塑农村金融体制;大力发展现代农业,加强农业、农村基础设施建设;改革和消除所有歧视农民的社会政策。

| Abstract: | Shandong has been entering a new period of industry- financed- agriculture on the basis of the economic strength, the social environment and the policy basis. The financing must rely on the multi - channel system synergy, so the financing mechanism is a systematic project. We should increase the investment in agriculture and rural areas, rebuild the rural finance system, vigorously develop modem agriculture and infrastructure, and reform and eliminate all discriminatory social policies to farmers. |
