| Abstract: | The author of this article makes a thorough analysis of Guangzhou as a learning-based city from the perspectives of its content and function and argues that it is inevitable for the open education to be chosen as both the path to and the major force in constructing a learning-based society in Guangzhou.The author consequently proposes three historic missions which Guangzhou TV University shall accomplish as one of the major forces for building such a learning-based city. |
