城市规划的价值观念与我国转型时期政府行为的矛盾

城市的发展需要正确、合理的城市规划作为保障。城市规划的公共利益观念、法律观念、开放观念作为城市规划的基本价值观念,对于城市规划的编制和实施具有非常重要的指导作用。但是在我国转型时期,有些城市政府在规划中片面注重经济效益、规划决策非程序化、急于想要扩大城市的发展规模、没有建立起与公众长期开放的沟通渠道,这与城市规划的价值观念是相矛盾的。

The Contradiction between the Value of City Planning and the Government Behavior in Transformation Time

The urban development needs a correct and reasonable city planning as a guarantee. Some basic thoughts of value will exert significant guiding influences on the designing and implementing of city planning, such as the value of public interest, law and opening development. However, in practice, some behaviors of city governments are at odds with these basic values in that some city governments find it urgent to expand the developmental scale, paying biased attention to economic benefits, lacking the procedural planning decision and failing to establish a long-lasting and open communication channel for the public.
