| 摘 要： | 中小学图书馆（室）是基础教育改革事业的有机组成部分，在素质教育中显得尤为重要。它既是中小学文献信息资料交流中心，又具有综合教育的功能。它有利于学生思想品德素质的提高；有利于智力素质的发展；有利于非智力素质的培养；有助于文化素质的提升。
