| 摘 要： | 卫星通信是应急救灾通信的主要手段,是我国应急通信体系的重要组成部分。文章针对省市政府部门的应急救灾通信需求,论述了基于前向链路TDM、反向链路TDMA技术的卫星通信系统的设计方案,详细介绍了系统的设备组成和功能。
