大学生健康政策的发展与实施分析

以70年来中国大学生健康政策的历史演变为线索,从大学生健康问题的主要表现入手,聚焦《学校卫生工作条例》这个典型学校健康政策的落实,通过健康社会学、政策社会学、法律社会学的视角,用辩证思维、历史思维、系统思维等方法,描述客观现象;用文献梳理、问卷调查等手段,阐述现象背后的规律;从政府、学校、学生及家庭三个角度,分析高校健康政策在制定、执行和认识方面存在的问题;从提高政策的权威性、提高政策的保障力、提高政策的执行力以及统筹兼顾等四个方面提出解决策略。以期为提高全社会对健康中国战略的认识,提高教育工作者对健康第一的认识作出贡献。

An Analysis of the Development and Implementation of College Student's Health Policy

This article takes the historical evolution of the health policy for university students over the past 70 years as the clue, the major manifestation of university students’ health problems as the starting point, to focus on the implementation of the typical university health policy "School Health Work Regulation". From the perspectives of health sociology, policy sociology, and legal sociology, the phenomenon is objectively described using dialectical thinking, historical thinking, and systematic thinking methods. The methods of literature review and questionnaire are adopted to illustrate what is behind the phenomenon. From the perspectives of the government, schools, students and their families, the problems in the formulation, implementation, and recognition of the university’s health policy are analyzed. Solutions are proposed for enhancing the authority of the policy, improving the support for the policy, promoting the implementation of the policy, and giving overall consideration. The aim is to deepen the whole society’s understanding of the Health China strategy and raise educators’ awareness of "health first".
