| 摘 要： | 汶川地震后，国务院已经提出抓紧编制“灾后重建规划”。不少专家也呼吁，一定要珍惜灾后重建这个机遇，力争把灾区建设抗震功能齐全、人居环境优美的新家园。作为一切建设活动的依据，土地利用规划要先行。
