中国体育体制改革的过程特征

从社会主义计划经济向市场经济的转轨中，从“办体育”向“管体育”转变中，从“大体委，小体育”向“小体委，大体育”的变革中，中国体育运动的发展正在经历着一场始无前例的历史巨变，它正处在一个承上启下、承前启后、新旧交替的历史嬗变期。改革中的挫折、波动、困惑、迷茫、失落和无序，使得这场体育体制的革命性转轨必定是不同于东欧转轨、东亚方式和西欧的发展模式，中国体育体制的变革过程和体育走向现代化的发展道路必定是一场复杂的、系统的、长期的、全国性大范围的，并且又是有阶段性的、进步的、不可逆转的改革过程。中国体育的社会化、生活化、大众化、科学化、产业化和法制化的发展构想正昭示着“体育为人人，健康为人人”的美好发展前景

Research on the processional characteristics of the reform in China sports system

From the system of social planned economics to social market economics, from the operation of the whole sports to the management of all sports, from the big government in charge of the whole sports to the sports governed by society itself, China sports are going into a special developing procession of big change which have been never happened in its history before. It is now in a special change period of time that from a connecting link between the preceding and the following, bearing good remains and inspiring coming affairs and the new things instead of the old. The setback, wave motion, puzzled problem and confused question as well as losing order made these revolutionary reform of China sports system different from the reform of that in Eastern Europe, the way of that in Eastern Asian and the pattern of that in Western Europe. The reforming procession of China sports system and the developing way of going into world sports today must be one that is complicated, systematic, over a long period of time, nationwide in its scope and this procession should also has different kinds of stages and it should be a progressive and without any force can take a turn. The socialization of sports, the life-long of sports exercise, the sports for all procession, the scientific knowledge in sports, the sports business and industrial development and the legal system introduced into sports management make clear to all that sports for all and health for all is the glorious developing perspective of China sports system in the future.
