| Abstract: | Résumé Avec l'expansion des systèmes éducatifs dans le monde et le poids des dépenses d'investissement scolaire, il est devenu prioritaire et urgent de se pencher sur les techniques et les méthodes d'organisation de l'offre d'éducation. C'est là qu'il faut trouver l'origine de l'introduction de la carte scolaire sur une vaste échelle dans plusieurs pays. La carte scolaire est un ensemble de concepts, de procédures et de moyens techniques permettant la rationalisation des choix de politique scolaire et concernant la mise en oeuvre des plans d'éducation. Pour que la carte scolaire soit introduite avec succès il faut notamment (1) des moyens importants en personnel qualifié, (2) une méthodologie adaptée aux capacités et aux réalités nationales. Les perspectives pour la carte scolaire sont intimement liées aux réalités politiques de chaque pays et principalement au système de planification en vigueur. Le rôle de la carte scolaire sera négligeable ou au contraire essentiel selon la manière dont la politique scolaire est décidée et exécutée.
With the expansion of the world's educational systems, and considering the burden on society of educational expenditures, close attention to the techniques and methods of organizing educational services has become a matter of high urgency. Such considerations have been responsible for the introduction of the school map on an elaborate scale in a considerable number of countries. The school map is a collection of concepts, procedures and techniques involving the implementation of educational plans and enabling educational policy decisions to be rationalised. If the school map is to be adopted successfully the following are essential: (1) the necessary resources in terms of personnel, (2) a methodology related to the realities and capacities of the nation concerned. Prospects for the school map are tied in with the political facts of life of each country and above all with the system of planning in force. The part played by the school map will, according to how educational policy is decided and carried out, be either trivial or crucial.
Zusammenfassung Angesichts der Ausweitung der Bildungssysteme auf der ganzen Welt sowie der Lasten, welche die Bildungskosten den Nationen auferlegen, haben die Techniken und Methoden der Organisation des Bildungswesens vordringliche Bedeutung erlangt. Aus diesen Überlegungen heraus haben viele Länder umfangreiche  Schulkarten — Übersichten von Konzepten, Verfahren und Techniken zur Durchführung von Bildungsplänen — eingeführt, mit deren Hilfe bildungspolitische Entscheidungen rationalisiert werden sollen. Als wesentliche Voraussetzungen für eine erfolgreiche Verwendung der Schulkarten werden genannt: (1) die erforderlichen Personal-ressourcen; (2) eine auf die Realitäten und Möglichkeiten der betreffenden Länder abgestimmte Methodologie. Die Aussichten für Schulkarten hängen von den jeweiligen politischen Gegebenheiten und vor allem von den bestehenden Planungs-systemen ab. Je nachdem, wie bildungspolitische Entscheidungen getroffen und durchgeführt werden, kann die Schulkarte eine unbedeutende oder entscheidende Rolle spielen. |
