治理视野下的我国公共图书馆管理体制改革

论文从公共图书馆治理单元及治理主体设置模式的角度审视我国公共图书馆管理体制存在的诸多问题,提出:为促进我国公共图书馆管理体制改革,尽快制定符合我国国情的图书馆法;在治理单元设置上,明确治理单元的设置权主体,打破财政壁垒,建立总分馆服务体系;在建设主体设置上,突出实际能力原则,形成多元化格局;在管理主体的设置上,逐步推行理事会制,完善法人治理结构。

On the Reformation of Public Library Management System in China in Vision of Governance

Surveying many problems that existing in the management system of public library of our country from the angle of the managing unit of public library and the setting mode of managing subject,this paper proposes that in order to promote the management system reform of public library of our country,we should make the library law which according with the national conditions of our country as soon as possible;In setting up the governance unit,we should definitude the establishment right subject of the managing unit,break the financial barrier, establish the system of central-branch library service system;In setting up the governance subject,we should stress the actual ability principle, form the pattern in pluralism;In setting up the governance subject,we should pursue council’s system progressively and improve the corporate governance structure.
