| 摘 要： | 理解公共政策的本质与价值,分析公共政策研究的主要意义,是当前中国公共管理学界探讨的热点。总结国内外有关公共政策科学对基本价值的研究,透视政策实施范围的有限性、政策制定过程的互动性和政策程序与内容的合理性三个方面,有助于加深对公共政策学的了解、认识与研究,从而深入对公共政策价值的研究。

| Abstract: | Understanding the nature and values of the public policy and analyzing its main significance is the major topic that is being discussed in the management academic circle.Summarizing the studies on the basic values of the public policy at home and abroad and researching into the limitation scope in implementing the policy,the interaction in policy making and reasonability of the policy procedure and content contributes to deepening the understanding,acknowledging and studying of the public policy. |
