| 摘 要： | 提升农民素质的问题是21世纪中国面临的一个重要课题。它是由传统农业改造、中国农民的主体地位、中国加入世贸组织以及中国农民的素质现状等诸多因素所决定的。要实现农民素质提升的目标，必须在政府起主导作用、社会共同参与的基本上，努力寻求灵活多样行之有效的方法。

| Abstract: | It is an important issue to discuss how to promote the quality of Chinese peasants in the 21 th century.It is determined by the various factors:the reform of traditional agriculture;the principal position of Chinese peasants;the effect of joining WTO;and the peasants'quality,etc.To promote the quality of the peasants,some effective,diversiform methods must be introduced on the basis of the Government's guidence and the mass' paritcipation. |
