论少数民族地区公共人力资源能力建设的制度环境

摘    要:公共人力资源能力建设是一项系统工程。不仅要具备良好的生态环境、社会环境,更要创造有利于少数民族地区公共人力资源能力建设的制度环境。从我国少数民族地区公共人力资源能力建设的现状看,公共人力资源能力建设的制度环境主要包含国家的根本政治制度和民族区域自治制度,这两方面对于少数民族地区公共人力资源能力建设具有重要的影响。

Abstract:Public human capacity building is a systematic project which requires many efforts, not only to have a good ecological environment, social environment more conducive to minority areas to create a public systems of human resource capacity - building environment. Minority areas from the public the status of human capacity building perspective, human capacity building of public institutional environment consists mainly of the country'sbasic political system and the system of regional ethnic autonomy, ethnic minority areas for both the public human capacity building is important impact.
