浅谈专项资金网络监管模式

专项资金是社会经济建设、产业结构调整和宏观经济调控的重要手段。专项资金,涉及国计民生,能否用好、如何管好,关系到党和政府在社会公众中的公信力,并直接影响到改革发展稳定。在专项资金监管需求日益提高的背景下,研究如何破解专项资金监管难题具有十分重要的现实意义。本文结合秦皇岛市专项资金监管实践,从分析当前专项资金监管模式存在的问题入手,论证推行专项资金网络监管的可行性,并就如何构建专项资金网络监管模式提出自己的设计构想。

Research on Network Supervision Mode of Special Fund

Special fund is an important means of economic construction、industrial structure adjustment and macroeconomic control.Special fund,involving national economy and livelihood,how to use it correctly、how to manage well,concerns the party and the government credibility in the public and directly affect the reform,development and stability.In the background of increasing demands on special fund,it is great practical significance for solution to the problem of special fund supervision.In this paper,combining special fund supervision practice of Qinhuangdao City,start with analyzing the existing problems of current special fund supervision mode,demonstrate the feasibility of special fund network supurvise,and proposes design conceptions on how to build a special fund network supervision mode.
