《中华人民共和国国民经济和社会发展第十二个五年规划纲要》（以下简称为“十二五”）提出：“促进电子商务发展上升为国家战略。到2015年，我国将基本完成电子商务法规标准体系建设，规范、诚信的电子商务交易环境逐步完善，电子商务将成为我国现代商贸流通体系建设的重要组成部分。”但是，现在失信行为频频出现于我国电子商务中，从“网络水军”发布虚假信息，到部分网站进行售假或虚假交易，这些失信行为严重地影响电子商务的健康发展。如何有效规避网络交易风险，改善电子商务的交易环境，提高网民对互联网的信任度，促进电子商务和现代商贸流通的健康发展？这是当今亟需解决的问题。
