摘    要:农村义务教育均衡发展,不仅指城乡之间、区域之间、校际之间的内部均衡发展,而且也包含着农村义务教育对县域社会经济结构转型与适应的外部均衡发展.从农村义务教育发展的事实来看,义务教育发展的外部失衡问题日益突出,由此加剧了义务教育的内部不均衡.关注内部均衡而忽略外部均衡问题,则农村义务教育的均衡发展就会丧失其社会基础,农村义务教育均衡发展的战略目标就难以实现.因此,突破农村义务教育均衡发展困境,需要将内部均衡与外部均衡有机地结合起来,重构义务教育均衡发展概念

Abstract:The balanced development of rural compulsory education involves not only the interior urban-rural,inter-regional and cross-college balance,but the exterior adaptability of rural education in line with the county-level economic restructuring.The external imbalance will worsen the internal imbalance.Ignorance of either imbalance will deprive rural compulsory education of solid social foundation,and make it harder to realize the strategic targets of rural education progress.The paper,thus,proposes that the internal and external balance be well integrated to reconstruct the concepts of equal rural compulsory education.
