摘    要:根据新世纪创新教育对中小学教师队伍建设的要求,结合基础教育教学的实际,有针对性地提出了如何培养和造就具有一定理论素养和研究能力、能适应现代教育发展的研究型教师群体的管理体制和模式。

Abstract:According to the requirements for the building up of primary and middle school teachers in the new centuryinnovation education and in combination with the actual situation in elementary education and teaching, put forward is amanagement system and mode about how to cultivate and build up a research-type teacher group that has theoreticalaccomplishment and research ability, and is fit for the development of modern education.
