| 摘 要： | 网络环境下的学术出版使传统的质量控制模式——同行评议制受到挑战，迫切需要引入新的评价控制手段。在借鉴国外成功经验的基础上，文章尝试提出一种不同于开放同行评议的新模式，即同行评议和公众评议相结合的模式。同时认为，该模式的实施还需得到技术、学术、制度以及用户等方面的支持。

| Abstract: | The acdemic publishing on internet challenged the traditioal model of quality control-peer review,so it is necessary to introduce new means of quality control.Based on the successful experiences from abroad,the article tentatively puts forth a new model of the combination of peer veview and public review that is different from the open peer review.It also puts forth that the implementation of the new model should be supported by technology,acdemy,institution and the user. |
