Study on Status Quo and Strategy Pattern of E - democracy

From the perspectives of internet users’ popular rate,the elementary expression of E-democracy and its social effect,the paper analyzes the status quo of E-democracy as well as potential pitfalls which needs to avoid urgently.It studies the E-democracy construction systematically and gives impetus to its development in depth,thie paper builds up a strategy model of E-democracy from two dimensions,one is the government’s programme from top to bottom and the other is the implementation from bottom to top,The two dimensions consist of basic,security,system,management and application,legislation and ideal levels in order to integrate essential factors at all levels that e-democracy needs for development so as to push ahead with democracy’s ultimate goal.
