It has, though necessary, its limitation to increase internal demand by increasing financial expenditure and stimulating consumption. The key factor is to stimulate non-governmental investment. There are several ways to it---to cultivate new bodies of investment, to enlarge fields of investment, to cut channels for financing, and to improve relevant service through common efforts of governments at all levels, banks, functional departments and colleges.
