| 摘 要： | 建立以校院二级管理为中心的管理模式是当前高校内部管理体制改革及教育教学改革的一个“热点”。本认为，二级管理模式有着不可缺少的基本构成，实施二级管理的关键是加强二级学院的建设；在二级管理实施过程中应注意处理好五种关系。

| Abstract: | At present, the internal system and teaching reformation of a university focuses on the management model, which takes two-level management between the university and its institutes as a center. Two-level management contains some indispensable and essential factors, among which institute management is the key point. During the process of carrying out two-level management, five pairs of relationships should be handled well. |
