| 摘 要： | 义务教育是关系国民素质的奠基工程,是我国教育事业发展的“重中之重”。“以县为主”的农村义务教育管理体制是对原体制的一种创新,但这种体制也存在很多问题。因此,完善“以县为主”的农村义务教育管理体制必须坚持制度创新。

| Abstract: | Compulsory education is the basic project concerning national quality, and "the most important thing" of educational cause development of our country. The management system of the rural compulsory education of "relying mainly on county" is an innovation to the original system, but a lot of problems exist in it. Therefore, perfecting the management system on the rural compulsory education of "relying mainly on county" must insist on system innovation. |
