列宁在领导俄国十月革命和社会主义最初建设时期,适时地提出和强调党内民主建设.认为党内民主是民主与集中的统一,努力走向党内生活民主化,是发展社会主义新型民主的关键.作为执政党,必须健全党的民主集中制,认真实行并完善党内选举制,坚持代表大会年会制、集体领导制和报告制,开展民主讨论和加强党内监督.

When Lenin led "October Revolution" and primary period construction of socialism, he advocated and emphasized thought of Inner Party democracy construction constantly , and he thought Inner democracy is unity of democracy and centralism , and making great efforts to Inner party democratic life is the foundation and key of developing new style socialism democracy .The governing Party must improve democratic centralism , implement and improve inner party electoral system seriously ,adhere to the system of Party congresses with annual conference,collective leadership and report , launch system of democratic discussion and enhance system of inner supervision.
