世纪之交中国人口、土地、灾害问题与持续发展

长期以来 ,由于忽视了人口、土地、资源与灾害系统内各因素的相互协调 ,人类的生存与发展基本问题越来越多地摆在我们面前 ,致使在人口增长过快的情况下 ,产生了土地资源质减量退、农业生产徘徊不前、自然灾害频繁发生等危害国计民生的社会问题。在跨入 2 1世纪的关键时期 ,针对中国国情 ,分析人口、土地、灾害相互间的关系 ,如何采取有力措施解决上述问题 ,进而提出了相应之对策 ,已成为现阶段的重要任务

Sustained Development and the Problem of Chinese Population、 Land and Disaster at the Turn of the Century

Over a long period of time, owing to the neglect of reciprocal coordinate between the population、land、resource and all the factors in the disastersystem, we are facing more and more basic problems of living and development, as a result, in the circumstance of hasty increase of population, there exists lots of social problems, such as decreasing in quality and quantity of the land resources、hesitating to press forwsrd of the agricultural production、the frequently happening of natureal disastersand so on which have done great harm to the national economy and the people's livelihood. In the crucial moment of entering the 21st century, it becomes an important task of present stage how to adopt forceful measures to solve the above problems. In view of China's actual conditions, this paper analyzes the reciprocal relationships betwen population、land、and disaster, and some relevant countermeasures have been putforward.
