摘    要:通过收集1985-2020年涉核项目案例集合,并将其划分为发生邻避冲突和未发生邻避冲突两类.通过对发生邻避冲突的涉核项目进行扎根研究,建构起邻避冲突演化模型.其次,对未发生邻避冲突的涉核项目进行案例研究,演绎归纳出邻避冲突规避模型.最后,通过对两类案例的研究结果进行复盘分析,综合邻避冲突演化模型和规避模型,创新性的构建起"演化-规避"治理模型,并优化治理结论.

Abstract:Nuclear project NIMBY conflicts has become a major obstacle for local governments to promote the construction of nuclear facilities.In the context of the imminent restart of inland nuclear power, it is of great significance to analyze and resolve nuclear projects NIMBY conflicts from the theoretical and practical levels.By collecting a collection of nuclear project cases from 1985 to 2020, it is divided into two types: NIMBY conflicts and non-NIMBY conflicts.First of all, Through grounded research on nuclear projects where NIMBY conflicts occur, the evolution model of NIMBY conflicts is constructed.Secondly, conduct case studies on nuclear projects that have not had NIMBY conflicts, and deductively conclude a NIMBY conflict avoidance model.Finally, by reviewing the results of the two types of case studies, integrating the evolution model of NIMBY conflict and the avoidance model, innovatively constructing an "Evolution-Avoidance" governance model, and optimizing governance conclusions.
