防范虚假申报引发项目管理风险的研究--申报资料校验系统设计及应用为例

科技项目申报资料真实性存疑的问题一直存在,虚假申报在传统形式审查过程中难以识别,未能发现并有效制止较普遍存在的财政资金被骗取和公共资源损失浪费问题.导致问题的主要原因在于事前无有效工具对项目申报信息进行真实性校验,从而引发项目管理风险.从防范项目管理风险的角度开展研究,结合孵化栽体资质认定项目管理工作的风险特征,提出了申报资料校验系统的主要模型及校验逻辑,针对在孵化企业的工商信息及知识产权信息进行真实性校验.实践表明,能准确判断在孵企业的真实性,对防范虚假申报起到关键作用.本研究成果适用于各省份孵化载体资质认定管理工作中,对防范虚假申报具有参考价值和借鉴意义.

Research on Risk of Project Management Caused by False Declaration:Design and Application of Verification System for Declaration Information

The problem of the authenticity of the declaration information of science and technology projects has always existed.False declaration is difficult to identify in the process of traditional form examination.This leads to the failure to find and stop the widespread problems of financial funds being defrauded and the loss and waste of public resources effectively. The leading cause for the above problems is that there is no effective tool to verify the authenticity of project declaration information in advance, which leads to project management risk.This paper focused the perspective of prevention of project management risk, at the same time, combined with the risk characteristics of incubation carrier identification project management,puts forward the main model and verification logic of declaration data verification system, and verifies the authenticity of industrial and commercial information and intellectual property information of incubating enterprises.Practice shows that the system can accurately judge the authenticity of incubated enterprises and play a important role in preventing false declaration.The results of this study are applicable to the management of incubator carrier qualification in various provinces, and have reference value and reference significance for preventing false declaration.
