完善我国农村社会保障制度的路径探析

农村社会保障制度是我国社会保障制度的重要组成部分，是全面推进小康社会的重要内容。但是由于体制方面、立法方面、思想观念方面的原因，我国农村的社会保障制度在各个方面都还很不完善．这就使得农民的权益得不到有效的保障。农民的现状没有发生本质的变化。而造成这种现象的根衣原因是中国二元的社会结构.因此．我国需要根据现实情况从立法、体制以及思想观念等方面来完善农村的社会保障制度．并且从体制上逐步摆脱二元的社会结构．实现城乡社会保障体系的一体化，最终使广大农民的权益得到有效保障。

The Reacher and Analysis of Improving the Social Security System in China's Rural Areas

China′s rural areas social security system is an important part of China′s social security system, also an important part of promoting all-round well-off society .However, due to reasons on institution, Legislation and ideas,China′s rural social security system is imperfect in all aspects, which makes the rights of farmers is not to be protected effectively,and farmers statusthe did not changes fundamentally.The fundamental cause, of this phenomenon is China＇s binary social structure.So we should improve the rural social security system from legislation, institution and ideas and so on,to break away from China＇s binary social structure from the system, to realize the social security system integration in urban and rural areas , to protect farmers rights eventually.
