| 摘 要： | 新型农村合作医疗基金在征缴中应针对不同经济类型地区设计合理的筹资结构，实行半强制原则。建立缴费合理增长机制；在基金的补偿过程中应坚持“保大”原则，补助结构适当向基层医院倾斜，并适当降低起付线，提高封顶线。另外还应建立医疗救助制度，改革医疗卫生体制。

| Abstract: | There are some problems in practice of the new type of rural cooperative service r system which represents fund-raising and fund-payment. The rate of fund-raising should be different according to different parts of province, and principle of quasi-compulsion should be carried out, and the rate of fund-raising should grow according with finance when raising fund. The principle that we should insist on is compensation to hospitalization, and add payment proportions of townships health station when compensation. On the side, medicaid system should be introduced and health service should be reformed. |
