On the Balancing of Interest Between Right of Information Network Dissemination and Right of Informa-tion Network Access

The essential relation of right of information network dissemination and right of information network access is that of information monopoly and information usage. With the development of modern technology, their relation is confronted with interest reconstruction or balancing. The purpose of balancing of interest between the two rights is encouraging writing creation, promoting writing spreading, realizing knowledge sharing and the manifestation of conflict of interest between them is expansion and shrinkage, privacy and public,monopolization and sharing. The author finally advances the idea of building their mechanism of balancing of interest from theoretical principle, management model, legal guarantee and technological measures.
