| 摘 要： | 运用对比法，在总结历届奥运会实践的基础上，从奥运会对志愿素质和品格的要求出发，认为2008年北京奥运会志愿团队的形成，应抓好志愿团队人数预算，志愿的宣传、招募和选拔，志愿的培训和管理，建设志愿服务的保障体系这几个环节的工作。
