| 摘 要： | 黑龙江省基础教育资源的城乡不均衡分布主要体现在师资、教学经费、教学媒体三个方面:师资在教师的专任性、职称、学历和课业负担四个方面存在配置不均衡问题;教学经费在教育事业费、基础建设费、校舍维修费和教学仪器设备值四个方面存在配置不均衡问题;教学媒体在计算机、多媒体教室、互联网三个方面存在配置不均衡问题。这种实证分析有助于了解教育资源的分布状况,进而有助于合理配置教育资源以促进教育公平。
