| 摘 要： | 建立一个合理的城镇社会保障水平评估指标体系,先要把城镇社会保障水平分成社会效益、适度规模和基金运营三个目标层,然后再选用相应的指标来构建体系。同时,应重视城镇社会保障所发挥的社会效益,尽量使社会保障水平与社会经济发展水平相适应,兼顾基金的经济效益。

| Abstract: | On establishing a reasonable index system of urban social security level,the level of urban social security should be classified according to three criteria,they are social benefits,rational scale and the fund operated.And then the relevant index could be selected to build the index system.At the same time,attention should be given to the social benefits from urban social security.The level of social security should adapt with the level of economic development,and the benefits of the operating foundation should also be considered. |
