| 摘 要： | 中央与地方关系是民国初年政治斗争的焦点之一，当时的争论主要集中在联邦制与单一制、中央集权与地方分权、军民分治、省制等一系列具体问题上，袁世凯维权是尚，藐视民主，忽视地方，结果激起了强烈的反弹，随着其政治合法性危机的发生，地方势力再度崛起。

| Abstract: | The relationship between the central government and the local governments was one of focuses of political struggle during initial stage of the Republic of China. There were heated disputes on federalism and unity, centralization and decentralization, and so on. Yuan Shi kai did his utmost to practise totalitarianism, as a result, decentralization rose again. |
