过度投资和重复建设:国际比较与借鉴

本文以2002年下半年、特别是2003年春以来我国的过度投资和重复建设为背景，选择上个世纪90年代的日本房地产泡沫、美国新经济泡沫、1997年亚洲金融危机以及1982年墨西哥债务危机和1994年墨西哥金融危机，从投资率、投资效率、投资资金的来源以及主要投资领域和主要推动力量等方面进行国际比较研究，从而找出过度投资和重复建设形成过程中的一些规律及对我国的启示。

International Comparisons on Over-investment and Duplicated Construction

On the background of China's over-investment and duplicated construction since thesecond half year of 2002,especially since the spring of 2003,this paper chooses Japan's real estatebubble and American new economy bubble in the 90s of last century,Asian financial crisis in1997,Mexican debt crisis in 1982 and Mexican financial crisis in 1994,and makes internationalcomparisons from the aspects of investment rate,investment efficiency,investment fund re-sources,main investment areas and main pushing powers,thus finds out some objective laws inthe over-investments and duplicated constructions and the enlightening guidance for China.
