摘    要:电子政务的实施对于公共治理结构和公共部门管理将带来深远的影响,同时也对公务员的职能内容、价值观念、行为方式等产生了极大影响。虽然我国公务员的素质相比过去几十年有了长足的进步,但在应对电子政务发展所带来的影响和挑战上,仍然存在着诸多不足。在今后的电子政务建设过程中,不仅要重视电子政务基础设备的建设,更要重视公务员队伍素质的建设和提高。

Abstract:The implement of electronic government affair has not only gained impact on public management structure and public sector management,but also has gained impact deeply on the function content,values,behavior style of civil servant.the quality of our civil servant has gained much improvment comparing to past several dacades,but they are still incompetent in the facing effect and challenge caused by electronic government affair.In the futural construction of electronic government affair,we will pay attention not only to the construction of basic equipment of electronic government affair,but also to the construction and improve of quality of civil servant.
