党的十七大报告系统阐述了提高自主创新能力,建设创新型国家的战略构想.提高自主创新能力首先应该认识到这一过程的艰巨性、复杂性和长期性,特别需要我们重视对创新环境的认识.创新环境是一个复杂巨系统,其对创新的影响是通过复杂的非线性特征产生作用的.优化创新环境的前提要以系统论为出发点,认识其复杂性.制约中国创新活动和人才成长的常常不是单一环境分别的力量,而是多个环境因素通过合力共同制约和作用的结果.传统文化与教育环境、市场经济与企业环境以及社会与政府环境的合力制约是典型的表现.

The Rational Ponder over Optimizing Independent Innovation Environment of Our Country

The report of the 17th National Congress of the Communist Party of China(CPC),has elaborated the strategic conception of sharpening the independent innovation ability and the construction of innovation country.For Sharpening the independent innovation ability we should first realize the difficulty,the complexity and the long-term characteristic of this process,and take specially the innovation environment understanding.As the innovation environment is a complex great system,it has the function to the innovation through the complex non-linear characteristic.The premise of optimizing innovation environment is to take the system theory as a starting point and know its complexity.The resources of restricting Chinese innovation and the talented person growth are not frequently the sole environment distinction strength,but many environmental factors through function together.The traditional culture and the education environment,the market economy and the enterprise environment as well as social and government environment with joint forces restriction are the typical performances.
