开放大学建设过程中教学创新团队运行保障体系研究

在开放大学教学创新团队的建设的过程中，必须建立及完善相关保障体系，包括建立人才引进机制、持续有效的教师发展支持系统；营造和谐的创新环境，完善管理机制，形成有利于团队创新的制度体系和文化；利用系统办学优势及网络教学特点，实现优质师资共享；建立“双师型”教师队伍；创造良好的资金保障和薪酬机制；探索建立合理、公平、有效的考核、评价体系等。

Study on Operation Guarantee System of Teaching Innovation Team in the Construction of Open University

In the construction of teaching innovation team of Open University, relevant guarantee systems must be established and improved, including the establishment of personnel recruitment system, the support system of sustained and effective teacher development, the creation of a harmonious environment for innova-tion and the formation of new system and culture that are favorable for team innovation, the utilization of e-ducational advantages and network characteristics for the sharing of high-quality teacher resource, the estab-lishment of “Double” typed teachers, the creation of good financial security and payment mechanism and the exploration of the establishment of a reasonable, fair and effective assessment and evaluation system.
