| 摘 要： | 发达国家运用法律手段确保中小学新任教师和在职教师的培训制度化；运用聘任制度、带薪休假制度以及把教师在职进修与晋级加薪联系起来等措施，激励中小学教师参加继续教育。此外，它们依法确保对中小学教师继续教育的经费投入，使中小学教师继续教育能够顺利展开并取得实效。
