| 摘 要： | 国际公共权力利益根源问题是关系到人类政治文明发展的一个根本问题.从国际关系理论的现实主义视角看,国际公共权力主要来源于公民利益、国家利益和全球利益.国际公共权力必将随着这三大利益关系的变化而变化、发展而发展.这三大利益的交织与冲突决定了运用国际公共权力的难度.从21世纪的现实看,国际公共权力并不是对公民利益、国家利益和全球利益的平均追求或均质化,而是呈现倒置的梯形:只有国家利益才是国际公共权力的轴心利益,全球利益只是国际公共权力的发展趋向,而公民利益仅仅是国际公共权力较少惠顾的要素.
