农民增收关键在强化农民自我创业四项功能

在既定政策环境下 ,农民具体怎样才能增收 ,这可能谁都没有农民自己清楚。在完善社会主义市场经济体制的今天 ,若从政府职能的“应为”与“可为”出发 ,政府工作的重心不应放在农民具体如何增收上 ,也不该置农民于等待别人帮助增收上 ,而应进一步立足深化体制改革 ,将工作着力点放在强化农民自我创业增收的经济基础、信贷激活、外向发展和科技运用四项功能上。

Under the established policy environment, it is the peasants that know clearly how to increase their income instead of others. Considering the difference between the have-to-do function and the may-do function of government, the main role of government lies not in the specific ways for peasants to increase their income, nor placing peasants in a passive part expecting the help from others, but should have a stance of mechanism reforms in further steps as well as intensify four functions including the economic foundation, financing booming, exterior-oriented development and the applying of science for the self-development and self-increasing income of peasants.
