| 摘 要： | 科学基金的功利性与科学文化的非功利性特征、科学基金的管理性和科学文化的自主性特征、科学基金的制度性和科学文化的自然性特征是对立的。同时科学基金与科学文化也保持合理的张力，统一于科学基金文化内涵之中，促使科学基金文化呈现出公开透明、程序公正、自由创新、导向明确的特征。

| Abstract: | The utilitarian of scientific fund and the non-utilitarian of scientific culture,the management of scientific fund and the autonomy of scientific culture,the mechanism of scientific fund and the natural features of scientific culture are against each other.Meanwhile,scientific fund and scientific culture also maintain a reasonable balance and form the science fund cultures,which have the characters of openness and transparency,procedural fairness,unrestricted innovation and specific orientation. |
