法治:政治文明建设的根本保障

政治文明是人类政治生活的进步状态,它与法治一脉相承、融为一体。政治文明的进步过程,就是法治的发展历程,而法治的不断跃进正是政治文明进步的显著标志。法治可以克服人性的弱点,抑制权力之恶性,弘扬其善性,确立实现和保障人权的具体有效的程序和方法,所以说法治是政治文明发展的理性呼唤。在政治文明的建设过程中,政治主体的资格和地位需要法律确认;政治关系的协调也需要法律规范;法律可以也应当为政治行为提供基本的行为范式;政治制度是以法律形式表现出来的政治秩序;法治意识是政治文明的观念保障,因此笔者认为,法治是政治文明建设的根本保障。

The Rule of Law --the Fundamental Guarantee for the Construction of Political Civilization

As a great progress made in human political life, political civilization comes down in one continuous line and is mingled with the rule of law. The progressive process of political civilization is the course of the development of the rule of law whose continuous leaps notably mark the progress of political civilization. The rule of law is both the rational call for the development of political civilization and the basic safeguard of its construction.
