| 摘 要： | 中国政府教育投入长期以来远远低于国际水平,不能满足教育发展的基本需要。其原因主要不是财政收入占GDP的比例太低,而是政府治理结构不完善和各级政府教育经费负担责任划分不合理。规范财政收支,完善政府治理结构,创新政府教育经费负担制度,是提高政府教育经费投入水平的必要条件。
