| Abstract: | Starting from the Taiwan authorities' S&T guidance on the province's developmental strategy, the article probes and analyzes the dynamic reasons for the formulation of the "open model～ policies for industrial development and their resultant effects. In addition, it anatomizes the defects caused by the transition from opening-up to the so-called "retrenchment～. Based on this, it suggests several tentative views on the stability and coordination of related policies on S&T industry management. |
