多元主体合作创新 推动农村剩余劳动力转移就业

农村劳动力的转移问题涉及多元主体利益结构调整,仅仅依靠受益最明显的转移农民或城市政府的孤立行动,其收效必然大打折扣。研究意在力争突破这种局限,将受益主体自发启动的诱致性制度创新和政府实施的强制性制度创新相结合,形成多元主体围绕农村剩余劳动力转移密切合作进行制度创新的基本格局。

Multiple Subjects Cooperation Innovation to Push the Rural Surplus Labor Force Transfer Employment

As the transfer employment of the rural labor force has some effects on the adjustment of multiple subjects interests structure,if the transfer farmers and city governments which benefit most act without cooperation,there is no doubt that the effects will be greatly reduced.In this paper,the analysis intends to break this limitation,to combine institutional innovation which is spontaneously induced by beneficiary and the forcible system innovation which is implemented by government,and form the diverse corpus circumambience village surplus labor.
