新形势下安徽扶贫开发特征及思路

党的十六大以来，建立了科学发展观统揽扶贫开发新理念，构建和谐社会引领扶贫开发新方向，建设新农村对扶贫开发提出了新要求。安徽扶贫开发出现了脱贫与返贫相交织、贫困县与非贫困县的农民收入差距呈扩大趋势等新特征。新形势下要把“减少贫困，缩小差距，促进和谐”作为当前和今后一个时期的战略任务，健全社会保障体系，改革扶贫开发工作体制，调整扶贫开发重点县标准，建立扶贫资金的科学管理机制，继续实施“一体两翼”扶贫方式，努力增强贫困地区的“造血”功能。

Thinking about the Characteristics of the Development-oriented Poverty Reduction in Anhui Under the New Situation

Since the 16th National Congress of the CPC,our party has established scientific views of development to make overall plans for new ideas on the development-oriented poverty reduction,has constructed the harmonious society to guide the new direction for it;and the construction of new countryside has called for new demands for the development-oriented poverty reduction.The development-oriented poverty reduction in Anhui has taken on some new characteristics,like the phenomena of the interrelation of poverty-fighting and poverty-returning and the increasingly bigger differences between poverty-stricken counties and non-poverty-stricken counties.
